India already issues (with requirements) visas to all tourists

Health requirements

According to the latest guidelines issued by the Indian Ministry of Health and Family Welfare, all passengers travelling to the country, with the exception of those under the age of 5, must undergo an RT-PCR test within 72 hours of the scheduled departure time, according to the Spanish Ministry of Foreign Affairs.

The report of that negative test should be uploaded to the Air Suvidha portal www.newdelhiairport.in where it is necessary to register and complete a statement confirming the authenticity of the report and accepting criminal liability in the event that it is discovered otherwise and to declare its consent to quarantine (institutional or at home) or supervision of its state of health, if so required by the health authorities.

Those who have not completed the vaccination schedule, except those under 5 years of age, shall undergo a PCR test upon arrival in the country and carry out a 7-day quarantine at home. They must repeat the COVID19 screening test on the eighth day, and if the result were negative, the quarantine period would be terminated.

However, the Spanish Ministry of Foreign Affairs recommends on its website not to travel to India, even though its health situation has improved. It should be remembered that in order to enter Spain from India it is mandatory to present the EU digital COVID certification.

This announcement by the Indian authorities comes weeks after Russian and US administrations have also lifted their restrictions on tourism.
